Set sail aboard the USS Flagg and lead the GI JOE team through a connected naval campaign in Raise the Flagg. Admiral Keel Haul and Shipwreck take command as Cobra Commander and his forces threaten the mission, turning the cooperative deck building game into an evolving story played across several episodes.

Campaign decisions victories and failures carry forward through a dedicated log, creating consequences for later missions. Players choose how to equip the constructible aircraft carrier and add upgrades as the operation progresses. Two constructible Skystrikers support the carrier while new Leader and Main Deck Cards expand the teams available resources.

Six sealed Campaign Envelopes conceal surprises that should remain unopened until directed by the story. This structure gives the expansion a discovery element while keeping the campaign tied to player performance. Raise the Flagg uses the cards rules and other materials from the GI JOE Deck Building Game and cannot be played by itself.

This is an expansion and not a standalone game. A copy of the GI JOE Deck Building Game is required to play.
